Temperatures and violent crimes have risen to all-time highs as a new drug ravages Black Harbor. Sergeant Nikolai Kole discovers a body wrapped in garbage bags and doused in bleach in the back of a clubhouse.

Tommy Greenlee, the ex-husband of Kole’s former lover, Hazel, has been shot several times and left for dead. And the killer left what appears to be a calling card. When Hazel returns to Black Harbor, she is back in the heated atmosphere of Kole's orbit.
